Gets the part height.

This function must only be called if buffer payload is either ARV_BUFFER_PAYLOAD_TYPE_IMAGE, ARV_BUFFER_PAYLOAD_TYPE_EXTENDED_CHUNK_DATA or ARV_BUFFER_PAYLOAD_TYPE_MULTIPART.
